roof vent replacement

I was in process of replacing my roof vent. i bought a new one and cant get it to screw down tight. seems like the screw wont pull it tight. should i tighten it down best i can and seal with caulk real good or can i put a some wood in there to try to pull it tight.?/ any help appreciated thanks

Are you using the same holes as your previous roof vent did? What kind of screws are you using?
