I had to drill also. Turned the buttons toward street side. The tailgate opened fully. When I wanted to show off my mod to a friend I moved to open the tailgate- it didn't clear!! Whaaat?
Apparently the vehicles were not in a straight line during the mod. No worries. To open tailgate fully, just angle your vehicles slightly.

New truck a short time ago that required a new shank. I chose to solve this tailgate dilemma by purchasing a 2.5" Bulletproof drop shank, wdh adapter as well as their versa ball set up. Moved the whole shibang back about 2" and gave me nice clearance to open my tailgate. I was able to sell my old hitch set ups (3 of them) and am not into the new set up for even close to full price.

Y'all did it cheaper but mine is nicer lol. Click image for larger version

You could also look to replace the jack... I have seen quite a few offered in the under $150 range, as I recall. Of course everything is going up these days.

Mine unfortunately was a few inches off, so no way angling the hitch head would be enough.
