Wheel lugs

What is the proper lug torque/ pounds for the trailer wheels. 2016 Surveyor 24" RBS

I believe that it depend on the weight and wheel type you have. I own a 2015 wikss V-lite and the manual said 100 to 110 foot LB. Below I have a link to a post in the library that is listed on the top light green bar on the top of the page. The library has a lot of information on how to maintain and take care of your unit.

The seller did not provide a manual for the TT's axles? That wouldn't surprise us, unfortunately.

Here's what FR says for it's travel trailers:

"Wheel nut torque requirements vary depending on the size and manufacturer of the wheel. Always use the wheel manufacturer's recommendation but do not exceed 100 ft/lbs. on 1/2 inch studs, or 130 ft/lbs on 9/16 inch studs. Unless otherwise specified by the wheel manufacturer, use a final torque of 85-95 ft/lbs."

You're going to be in the 85-95 ft/lb crowd.
