My 19wp fresh water tank

Help me focus, I bought a 2011 19wp and I can't find the fresh water tank drain. I have found the hot and cold water line drains but can't seem to locate the tank drain.

My 19wp fresh water tank

They are usually underneath the drivers side by the axel. On my 26 rr I have to almost crawl under the trailer behind tire to take cap off.

Crawl under it. Mine is closest to the left side, behind the two left side wheels (but mine is a 100 gallon tank, so might be different than yours).

It should be underneath, pretty close to where you fill the fresh tank.
The Hot and Cold water drains you are talking about are the low point drains. After you drain the low points, you still have to do something. Either blow the lines out and/or run some antifreeze through them. DO NOT put antifreeze in the fresh tank! Not sure why people do that, I never saw a post telling to do that...
