Mine can be run on electric or gas. There is a switch for it. One side shows a flame, the other a lightning bolt. If notnhooked to shore power or Gen, it needs to be on the flame side.

You sure there is water in it? Are you sure the bypass valves are all in the right position....many times people forget to turn them all...some systems have 2 valves, many have 3.

They will be right up near your hot water tank normally. Sometimes they put the valves in such a way that they are on the back side of the Pex tubing and be easily missed.

Often they are found inside a cabinet, some have a vented cabinet. Ours is located behind what looks like a cabinet from the front but it's really just the access door and I need to remove 2 screws in order to open it. It's often where the water pump is also located....being a 2017 I assume you bought new? This is all stuff the dealer should have gone over with you. Another classic example of a horrible PDI! The fact that they didn't even tell you where the access panel is, let alone open it up and go over everything with you...wow! Don't go there for service.

Now just remember...those are the same valves you will need to turn in the fall when you winterize it in order to bypass the water heater.

Now that you found the valves and have them correct, are you using propane or electric to heat the water?
Reason I ask... many times when folks don't know or forget about the bypass valves, they turn on the electric element WITHOUT water in the tank and it immediately burns out the element. It will work fine on propane.
Might want to check that.
