Even if hooked to city water there is water present at the water pump.
The pump has a check valve built it to keep the city water from back-flowing into the fresh tank.
You didn't mention which side of the pump the leak occurred (suction/pressure) but just because you didn't use the pump, don't be alarmed to find water pressure on the discharge side of the pump when hooked to city water.
If the leak was on the suction side it's possible the check valve may be partially stuck open. Or, if you have an antifreeze port, possibly the valve for that was turned incorrectly.
Without knowing exactly what line you 'capped' or some pictures to better explain what you did to correct, we are only guessing to answer your question.
