Loose TV antenna

I have a 2013 Roo 19 with every option. First, Woo Hoo! But really, what I want to ask about is the roof top TV antenna. I had it up the other day to check out the football game and drink a cocktail in the new RV. from out side the trailer I could tell the antenna was leaning to one side while extended and rotated to receive good signal. I got the ladder out and went topside to poke around. The antenna looks to be tight in all respects except where the baseplate goes through the roof to the crank below. It wobbles back and forth quit a bit.
It seems to me that since this is a roof penetration should it be very snug so that water can't seep in around the base and flow through and down the handle? Is it easy to take the antenna apart to check for missing bushings and such? Is there a manual or parts list somewhere?

Assuming it's a Winegard, there is a manual for it in our Library. Here's a link:

That is the one. I will have to take it apart to figure out if there are any parts missing.
