Oh, that is an easy one, looks like a strap for retracting your awning if the motor quits working, that white thingy slide into the tube of the awning and you hold onto the strap when you roll it up......

Looks like a tie down for your dinette chairs or the rocker/recliners.

Are there any "D" rings screwed to the floor?

What does it look like spread out?

Awning strap. Find and read the paperwork for the electric awning, it should explain how that works.

Yep awning strap for manual retraction. Walk through guy sort of demonstrated for us.
