That's a side table for the outside grill. If you look at the back of it, you'll see the rail that attaches it to the grill rail.
The small table provides a work surface while grilling, as bikenday said. We also did not purchase a 21SS for the reasons you outlined. The 23SS is similar, but has more counter space and much better storage.
