stuff under wall paper

i have this stuff under wall paper in my 21ss it was not there when i got the camper. seems like the moisture in the air is making this stuff swell up to the point it is pulling the paper off the wall. any ideals.its a 2008 roo,thanks

Here is mine

The first two pic is the latest development over the slide out, the last three was the start at least a year ago. The damage is now done. Now I have to figure out a way to repair it, the camper is not worth the money to replace the walls and to buy a new camper, I done think so I am not going to spend $30,000 bucks + on a rig that has the same roof and wall design as the one I have now I think this is part of the problem. With this type of development there is no fore warning, it just appears.....Sorry to see that you are having this problem, good luck.

think the best fix for there is to scrape the wallpaper off and sand the wall down and re-paper or paint it.
