Surge is a vague term that can mean many different things. For example, it can be a spike, a low voltage, a high current, a sag, a high voltage, or a low current. Better is to ask about each anomaly.
AC voltage can drop so low that incandescent bulbs dim to 50% intensity. This is perfectly good power for all electronics. And potentially harmful to motorized appliances. At home, your utility will cut off power if that voltage cannot be maintained (to protect motorized appliances). Campgrounds typically have no protection. So some surge protectors cut off power when voltage is too low.
Another anomaly is reversed polarity. Or floating safety ground. Some protectors also detect these anomalies.
A protector locked to a power pedestal may also protect from surges such as lightning. Protectors inside the camper typically do not. This type anomaly requires a low impedance (as short as possible) connection to the pedestal's earth ground. Again, different protectors are for many different anomalies. Best recommendation should discuss which anomalies it protects from AND which anomalies should most concern you.
