If your stepping ALL the way down on the foot pedal (I'm sure you are), then it sounds like a faulty valve. You might carefully loosen the water supply line just before the valve and see if there's any pressureized water trying to come out of the fitting. If so, then the valve is bad.

Is this a recent problem or a new trailer?

I would follow the advice posted above by rskrbina since this is a new problem.
Keep us posted.

If the line from the tank or fresh water inlet is frozen it will not leak.

Remove the water inlet line at your toilet, and you will probably find it is plugged with debris. Clean it out, flush the line, and you will be back in business. Takes about half an hour. Happened to me and many others.

Assuming it's a Dometic, it could also be that the valve has popped out if the area where it sits. It's just held in by a couple of plastic tabs.
