Yes, PVC. It's free standing, but it does fit over the spare for a little more security. There are six joints that are not glued for disassembly.

It's multi-functional!! I can't take full credit for the design, I saw one for use by a pool. I just adapted the dimensions.

I hope this isn't too confusing. It confuses me! Side A-B-C in the picture is the side closest to you. Please note that all dimensions are to the center of the joint and that the length of pvc pipe has to be adjusted to compensate for the fitting.
A to B = 28"
B to C = 20"
C to D = 58"
A to E = 46"
F to G = 10"
G to D = 45.5"

All pvc is 1 1/4 except the six crossovers for the towels. They are 1"

Material list:
6-three way 1 & 1/4" joint
4-45 degree 1 & 1/4" joint
12-1 & 1/4" to 1" tee
3-10' pvc pipe 1"
4-10' pvc pipe 1 1/4"

I had a plan, but made adjustments as needed. One was here

I did not glue at points (and there match on the other side) points;
F from G to F
A from B to A
C from B to C
