Crusader electric\inverter

My Progressive fuse\breaker panel\inverter combo unit charges the battery. Green blinking light at 6 to 8 sec intervals indicates trickle charge to deep cycle battery. Command Panel shows only 1/3 charge sometimes 2/3 and sometimes full charge. Trailer has been plugged in to shore power for over a week. Is command panel reader reliable? This is a new battery. Battery disconnected reads 13.49 volts. Is this normal for this type of fuse\breaker box? Thanks Steve
