I have traveled about 65 miles and the cotter pin is still in place. Lubing and re-torquing seems to have done the job. I am surprised they don't put a key way in the shaft and use a tabbed washer like on a axle spindle preventing a turning force on the nut.

Shouldn't be any turning force on the nut in the 1st place and a 1/4" cotter is much stronger than the tabbed washers used on some spindles.

There must be at least a small turning force as the nut has backed up against the cotter pin. The opening in the castle nut was centered on the hole in spindle when I installed the cotter pin. I will keep an eye on it and I imagine if I do the maintenance procedure every year it should be ok.

It has been my experience that if the cotter pin is installed correctly (seated) the nut can't turn as the castellation is filled with the key. I seat the head and spread the legs out to the sides of the nut.

I'm curious to where you find the "correct" way to install a cotter pin. Not to pick nits, but as a former A&P a lot of the aircraft repair manuals prefer the cotter pin install with one leg bent over the end of the shaft (bolt flat) with the other way optional. But I see your point where going perpendicular would indeed fill the openings and prevent any movement. Alas we may be beating the proverbial dead horse.
