Wildwood LA tire issues

We have a 2007 WW LA fifth wheel we purchased new in 2007. We have had 9 blow outs on this unit, causing more than $5,000 in damages. Forest River put the water lines directly over the wheel wells, when we have a major blow out it rips all the water lines out. Trailer is now in the shop for extensive damage from our 9th blow out. We had factory tires (Carlisle) we changed all four in AZ after hauling from NC on our way to Cali. We now have a stronger sidewall - Not sure of the load range and NOT Carlisle.
Has anyone else experienced these issues on this scale? Would it be possible to file a grievance with Forest River?

After 9 blow out you still don't have a tire monitoring system? It would be a good investment?
