Feb is generally the coldest month down here in FL. Dec/Jan can be very variable.
I've been on the beach around Canaveral/Cocoa on Christmas day before in 90 deg, and got sunburnt, yet another year it's highs in the low 60s.

The gulf is always warmer than the atlantic, so SW Florida is a good bet if you can't get a spot in the keys.
We love Sanibel Island (near Fort Myers), and Siesta Key (near Sarasota), but anywhere from Clearwater down to Naples can be great if you're lucky with the weather.

Ft Walton beach Destin. Or Pensacola. Was stationed down there when in military. Came from north so was good for me. Other than that cruise to Caribbean we do every year in jan or feb.

The only place in the US that you can be sure of is Florida from Palm Beach and south. Because of the Gulfstream the water temp stays warm all year round. Even if you have a cool day and don't want to that day, the water temp will still be warm. If you get north of Palm Beach the Gulfstream moves away from the coast and it is also what keeps Southern England temperate. I prefer Hollywood Beach Florida and some will say that it is one of the best beaches in the US. Good Luck
