All weather or all season control

I have recently purchased a 2000 326 Windsong. Seller says it has a "all season" feature in it. Can anyone tell me what this is? Does? And how you turn it on and off?

My 2003 326 has an Arctic Pak. It's a series of electric pads fastened to the black,Grey and fresh water tanks. It has a switch on the end of the kitchen cupboard, beside the water heater switch.

Sorry, should have added that the Arctic Pak keeps the tanks above freezing, so that is probably their "all season" feature.

We have the Artic Pack on our 349 Windsong 2001 that has worked well as we were in some freezing weather this winter and during the past almost 4 yrs we have been its second owners. Currently the lights below the counter next to the water heater light and reset switch next to the oven do not go on and do not know what is wrong but believe it is the light bulbs or ???
