Loose fitting front receiver hitch

Hello all,
I just installed a front 2" receiver hitch for a bike rack and there is a considerable amount of movement between the insert tube and receiver. My first idea of just wrapping a little duck tape around the insert tube but it didn't work as well as I hoped. My next idea is the weld a couple of beads on the insert tube and grind to fit but before I do I'm looking for any ideas or things that has worked for any of you.

To hold my bike rack securely, I drilled two holes, one on the horizontal, one on the vertical, welded on nuts and use a bolt and jam nut. Here's a picture...
