Progressive Charge Wizard noise..

I installed an Progressive Dynamics converter with Charge Wizard upgrade section to my magntek 6300 power panel. There is a noise from the converter that is quite annoying. It is sort of hard to describe. Sounds like a high pitched crickets but faint. I can hear it anywhere in the camper, even though I have bad hearing. My son says its loud enough to really bother him. Anyway, I have contacted Progressive Dynamics and they said to check the fans. OK I did that, and the back fan doesn't turn freely. But I don't think that is the problem. Here's why, there is only a minumum load of about .3 amps on the charger so why would the fans want to run. Ambient temperature is about 40 degrees f. And the noise will pulse when the green light is lit especially on the trickle setting. Any suggestions what else to look for? Anyone else have that noise or one similar?
