The DoT regulations that govern this topic fall under the Spill Prevention safety Manual.

Don't doubt for a minute that there is a regulation for this, but I have searched the DOT site and can't find any mention of something this specific.

Same with a GY district mgr. telling me that if you use a car/truck tire on a trailer you have to downgrade the load rating by 10% by fed. stds.

To discharge(Drinking water) on a roadway during freezing weather will earn you a Big ticket also! Youroo!!

Had an eyeglass appt and it interrupted my link search.
However, if you can't trust a state trooper; who can you trust?

That Spill Prevention manual does exist and I will find the section that deals with driving down the road with your pipe caps off (eventually). Worst case, a phone call to the barracks.
