I'll take a crack at it. I'd have guessed uneven road, but looking the picture, I think its double speed bump.

How about curb at the intersection. Or curb around light post. What ever it is the sign painter had to much free time.

I would have to say it's caution for two speed humps. But that not my first thought and they would be fake, because they don't t stand up like that while lying down.

I think if I saw this sign while driving that I would have been thinking, "that's interesting, I wonder what that's for", and then it would occur to me only after I hit both road bumps.

A 14 - 16 year old boy (regardless of biological age) is my guess.
The "sharp spike" warning on the sign bumps made it perfect.
