Hopefully it was more a sign to the loco driver so they realize what they are about to shred. Or "it says right here in the manual when crossing any road..."

Looks like it was in Europe if I had to guess.

IDK - there could be a good reason for this. Maybe there's no fire hydrant on that side of the tracks or perhaps that section of track isn't being used or perhaps the FD coordinated this with the RR or something we don't know.

I have to admit I don't know why the hose risers are placed the way they are - they certainly wouldn't protect the hose from the train wheels.
