I learned to drive in NJ, in a town with
three traffic circles (death before yielding!) and have been mostly in PA for the last 20 years.
I will say that on many major PA highways (78 and 83 for instance) the right lane was usually rougher than the left because of truck traffic so I may stay there until someone starts to get close enough to pass. Then I will courteously move out of the way long before they catch up.
It really seems like the speed of the other guy is inverse to how late I am for my destination. The faster I go, the slower I get.
