you're talking about the CONVERTER, not the inverter.
an inverter is a different thing that you plug 110v AC items into, so you can run them on 12v DC battery power.
all RV's come with converters, but few come with inverters. usually only motorhomes.
you need to use a multimeter to test how much is being supplied to the batteries, from the converter.
how do you know if the converter is not charging the battery? you said all the 12v stuff works, but is that the case when you're NOT plugged into shore power?
unless you have a special setup or tow the trailer for hours, your truck will only provide a trickle charge at best.
