Fuel station problem - sandpiper

It seems that every time I go out there is some new issue with my fuel station.

I have a cut-off switch right next to the fuel station. If I turn it on, I hear the pump cycle a few times, then stop. I pull the handle to fill up my bike and nothing happens. Now if I stick the nozzle in my bike and pull the lever to fill and then turn the fuel pump switch off then back on while holding the fuel nozzle lever open, it starts pumping. If I let off or close the fuel nozzle while its pumping then try to pump again it doesn't pump. So repeat above step and it starts pumping again.

Anybody know what's going on here? What brand of pump this is?

I have done a little reading and it appears our sandpipers have an on demand type pump, but I can't find any info on it.
