Always before. If not, walk away.

One dealer said after we sign the papers, I didn't say anything because I wasn't ready to buy

Most dealers I've bought from will not let papers be signed until we are 100% satisfied. That's the whole key. If you're not satisfied during walk through, why buy it? It's almost like buying something site unseen if you've signed already, which isn't going to happen for us. Curious which dealer you're dealing with beings we're both in LA. I've been to every one of them in LA, and there's only 1 or 2 that I'd deal with. The others, I'd call to be towed if I broke down in front of them.

After PDI ( walk through and demonstration of how equipment works). If dealer insists on signatures and money first something is wrong. Also be very wary of the ploy of "sign an pay and bring it back for any issues found during walk thru" Once dealer gets your signature and money he has little motivation to do any thing quickly. Paying customers will always come first. There are a few good dealers out there, but they are few and far between, therefore you need to be extra cautious. You are buying the RV to camp and enjoy. You can't do either if it is sitting at the dealer waiting for warranty repairs. Do not sign or pay until you are happy with your unit.

I spoke to one dealer and he said I needed to put $500 down before they put the camper through the service department to get it ready for PDI.

I've never had to put any money down just to get one ready. If they want to sell it, they gotta prove its worth buying to me. No money from me until I'm happy with what I see, which is rare. I can probably pick which dealer your at.
