My best guess is that a previous owner had a blow out and slapped any tire that would fit on there. go buy a 15" rim, new tires, and call it a day!
Also, welcome

X2.
I wouldn't push back on Rockwood or Forest River for that matter on a 4 year old trailer... especially if I were the 2nd owner.

Not trying to push, just want to figure out why the 14" tire is only 1 3/8" away from step box a 15" tire rubs the molding between tire and box

Could the previous owner tried to upgrade to 15" tires and found out there wasn't enough room to fit them in? So they did 3 out of the 4?

Is it possible that they went with a larger profile tire as well?

Look on the tire & loading placard (Should be a sticker near the front left side) and see what size tires came on the unit? Then go from there.

In this case, and because the mfgr. will be worthless, go with the left front sticker for sizing. If you want to upgrade load rating, from C to D for example, in the same size tire, tire mfgs. show tire measurements on their websites.

I agree this is a possibility because it's the odd wheel at 14". Can you replace the 14" tire and wheel with one of the 15s to see if the 15 is a good fit? Someone might correct me, but I think most if not all RV trailers come with zero offset wheels.

14 inch tire
thanks for all the suggestions, will look into removing step box and modifying plastic molding in front of tire and using some foldaway steps
