Fresh water tank plumbing issue

This weekend I took the camper out hunting. I found some sites in a nearby town that had hookup but I was cautious and took some water in the tank just in case.
Well one morning I woke to the septic backed up out of the ground and near my water hookup. So I tried the water tank for the time being. Well it would not prime following manual instructions. Turns out it is shooting water out the city water inlet on the side of the camper. After reviewing the plumbing it looks like the hose that is T-ed into the pressure side of the pump should have some sort of valve to close it off. Is this wrong and I noticed it or am I missing something?

There is a check valve inside the city water attachment. I had one fail like that last winter and shot about a gallon of RV antifreeze into the parking lot before I figured it out. To finish my winterizing I attached a "Y" fitting I normally use on city water supplies that has a ball valve on each side.

Add it to my warranty list. I hope that is what it is. I might not always have the site open there so I need to fix it asap.
