Looks like a TPO roof and I have read that some bubbling is not uncommon (or a problem). May want to give FR a call and ask them. I have the same roof on a 31 footer and don't have any bubbles (yet).

Try pushing down on the bubble, if it is nice and firm underneith it is probably ok. If it is soft or gives you have a problem!

Ok roof is not rubber, it is not tpo, it has a nonskid surface to it and feels like is hard. I wonder if I am mistaken here?
