More R/Vs DON'T have valves than than those that do. Just lines and caps. That's why there are an abundance of posts about adding aftermarket valves to the lines that stick out the bottom.
For the OP... you could have a cracked cap (you dont have plugs per the picture you posted) or you may have lost the tapered washer. Again, those caps don't seal on the threads so Teflon tape isn't needed and shouldn't be used. They seal via the tapered washer and don't need excessive tightening.
Many of us have changed out the caps for valves.
