Strengthen my hitch?

I have a Phoenix 298RLS with a rear trailer hitch (11/4). It is a bolt on type that extends behind my rear bumper and goes from drivers side to passenger side frame members. It says it has a 150 lb capacity. When I put on a 2 inch adapter and my bike rack, there seems to be some "movement" on the bike rack. My bike rack is heavy duty and weighs about 40 lbs. Anyone else experienced this. I'm used to to strong connection when using an insert hitch. The movement may be at the adapter and I'm just over cautious. Ideas? Suggestions? Thanks in advance.

Are you sure the movement isn't the hitch shank moving around in the receiver? Hitch clamps are available to take up any slack.
