You can turn it on whenever you want because the pads are thermostatically controlled to turn themselves on when the temperature drops to around 40 degrees Fahrenheit. The paperwork for mine says they turn on at 40, but I have seen posts from others where their pads turn on at other temperatures just above and just below 40.

Electronically Controlled

I would turn them on about November. lol. They are made to come on and off as needed themselves prior to reaching freezing temperature. It is easier to maintain the temp needs if it starts out at around 40 degrees rather than try to thaw something out at or below freezing. Good luck!

Just make sure there is enough water in the tanks, even holding tanks, to cover the bottom. Heating pads should not be turned on if tanks are empty and most have warnings to that effect in their literature as well as printed on the heating pads themselves (which unfortunately are hidden in almost all cases.

I have turned on the rocker switch for my tank heaters when the temps were in the 80's and the switch does not light up. Does the switch only light up when the tank heater actually comes on at 40 degrees or do i have a faulty switch?

The tank heater switch on my Wildcat lights up when I turn on the switch regardless of temperature. Someone(??) hits the switch with her elbow when coming down the stairs!

The light should turn on whether the pads are heating or not.
