2005 Flagstaff Pop-up Toilet issue

We have a Hi-Wall with a Toilet/Shower combo. We are unable to place water in the toilet when we are ready to flush? All the hoses are connected and are showing water in the lines, at a loss on this one. Any suggestions.......

Not much to go on, I assume here it is pressured by an onboard pump. Two ideas. The admission valve stem is broken so the foot pedal or hand actuator cannot open the vave. Otherwise the valve maybe plugged with debris. That happens in all sizes of RV's. Often if you remove the hose connection you can see it.

Could be a fuse. There is a 3A fuse buried underneath the toilet. Mine had a black twist knob top. Pull out the black water tank and it'll be 2/3 of the way back. You'll need one of those mirror extension tools to see it.
