YES. The ground wire to the TT and to the TV should be good. If you have to connect them by the ball, the ground is bad somewhere between the 2.

Noted. The ground looks good inside the TV (grounded to the body) but I'll try to find a better spot.

Do you have a continuity or resistance ohm tester on a meter? You need that. Touch the ground pin on the vehicle plug to a good ground on the vehicle, say a body bolt with no paint. It should be just a few ohms, if that. Do the same on the trailer. I am thinking one of those is bad. Could be the wire or where it is attached, but something is not right.

The grounds on both must be to bare metal and not just the screw/bolt heads.

You should NOT have to have the trailer on the ball itself to make the lights work, if you do, one or both of them are not good.
