Have the person look at the slightly smaller 14' box Highwall pop ups from Rockwood. All the HW units share the same basic plumbing system. They all have tanks.

I have the rockwood hw276 which is a single axel and loaded weight is about 3800lbs. The hw296 would be nice for storage but you lose some outdoor storage from what I seen.

My hw277 was also tipping the scales at 3800 so a 296 has to be higher.

Yes but with the tandem axle they are so much easier to tow.

I only towed it once when I first got it so I still need to learn about it. I will have to see if I can tell the difference from my old pop up.
