Replacement tires - 1640LTD

Yup... it's the same old camper. 2002 Rockwood Freedom. It's been kept inside, but the door-side tire has been leaking down a bit, and after 10 years, I figure it's time to replace the tires... for safety's sake.

What's the best option when buying replacements? And should I address the paint-chip and surface rust on the rims, or are they normally okay to go for years?

Thanks!
