In theory it could, but I don't think 1" will get you down to under 200 lbs. Two problems you could have doing that, aside from altering the suspension, are that your fender wells are built into the trailer body and that doesn't leave much room to move and that if you move enough weight behind the axles to achieve 200 lbs. (would be around 8% on the hitch), you'll quite possibly have sway issues...especially in downhill situations.
