What goes up, won't come down

Question on the winch on my 2007 Flagstaff 206. It will crank up, but will not crank down. I have to use a long screwdriver to hold the little cog away from the mechanism for it to go down. It is spring loaded, but the spring holds it to the teeth on the winch. Is there possibly another spring missing that disengages it when it is supposed to be going down? I know this sounds confusing, but maybe someone understands what I'm describing. Thanks!
