I was told by Sabre Sam, who used to be the Sabre rep on this forum, that in addition to the screws the steps are also glued down. Probably to prevent FR liability. As far as your vacuum not shutting off ... does it shut off when you turn off the main breaker? If so, it seems that your breaker could be mislabeled.

The step is held down with double sided carpet tape as well as the screws.

I had the same issue. If still under warrantee, the manufacturer will replace.

Check to make sure the two trigger wires are not touching right where they attach to the vacuum. Also, disconnect the trigger wires where they attach to vacuum and try again. Are there any other inlets, like a dustpan? If so check the trigger wires going to it as well. The control board/relay could be stuck on, killing the breaker and resetting it may reset the relay as well.
