Norcold 18 CU. Refrigerator internal fan

We just bought a 2017 383FB with the Norcold 18 Cubic foot refrigerator. There is a fan inside that seems to blow down onto the fins in the back of the top shelf. There is a tray that catches water that is falling off of or being blown off of the fins. Is the fan supposed to run 24/7?? The book says the tray will catch the water and it will evaporate. The water collects in ours and actually freezes. There is a tube connected to the bottom of the tray on the left hand side. A local Norcold technician told me that tube usually goes out the vent on the outside of the trailer. He said they sometimes tie them up and kink them when they transport the trailer from the factory. He said that may be why our water doesn't drain or evaporate.
Does anyone else have a fan running 24/7. This is not the outside cooling fan that pulls the compartment not air out. This is a fan inside the refrigerator.

Norcold factory tech and I chatted. The internal fan runs full time by design. The hose coming off of the tray goes to a tray in the vented area behind the refrigerator. Will evaporate there.

New information. When the fridge gets to temperature setting the fan shuts off like your average refrigerator. Tech was wrong about full time running. I have heard it shut off lots of times since me original post.
