Putting water into the fresh water tank

We have a 32 foot RKDS Sabre TT that according to 2 spec sheets has a 42 gallon fresh water tank. When I add water, I add it until it runs out of the fill spout. I then drain the tank until nothing comes out and only get out approximately 13 gallons. Since the bottom is covered, you can not see the tank or any of its components.

Any ideas on why I can't get 42 gallons in the fresh water tank? It seems like only approx 13 gallons is going in as well. Please help.

I have had several TTs and found that I had to use a filler hose on the end of the hose pipe to get past a hose kink below the fill spout.

I also think the total capacity also includes the hot water tank too.

I agree there could be a kink. What does the panel gauge report?

I blew a blast of air into the vent from the outside and then I could continue filling the tank to it's full capicity. My filler hose also was higher than the filler hole from the outside so I had to get the hose lower than the filler hole before it would take water. I think I got the problem solved. Forest River rep suggested I check the vent, so that is what gave me the idea to blow a quick blast of air into the vent hole from the outside.

my fill hose was coiled behind the panel, after I removed 2 feet and made it go straight down to the tank I can fill the 100gal tank in short order
