do the lugs nuts have a protective cap on them i found one and its got some play in it is this normal?

A lot of lug nuts do in fact have a cheap/thin, probably aluminum cover on them. It's decorative and solid lug nuts are available at auto parts stores, but they do cost more. If the incorrect lug wrench is used such as a 4-way, you can easily damage the protective cap. Get a decicated thin wall socket for your lug nuts and replace the damaged one.

I have know idea why they use such cheap parts im going to replace them
