Figure this out

Have small pond out front......installed new pump (little one from Lowes). With pump running, you put your finger in water...pump stops. Dog takes drink...pump stops. Cat takes drink...pump just slows down. Electrical outlet is a new duplex wired correctly.......plugged a drop light in to the other side of plug...light stays on and no flicker....have run a leaf blower thru 50' cord...no problem....Whats going on?

The pump could have a problem, have you tried it on another outlet you can use that 50' extension.

Is the water pumped thru metal or plastic pipe?

Have you ran a continuity test on the pump leads?

Is the pump grounded any place else but the ground lead to the outlet?

Amps at the pump VS at the outlet?

You sure you do not have a GFI upstream? Most relatively new homes have GFI protected outlets ofr outside.
