This is an opinion by a cranky old man. I raced a motorcycle for a number of years and I don't think they should have let that little guy give that little girl a ride. He wasn't too steady on the bike as it was but the little girl got on without a helmet. I don't think they should have allowed her on the bike without the helmet.
