Overloaded or Underloaded

How do you score if a truck is overloaded or not if the truck no longer is in the equation.

The trailer does travel true though. No freaking way would I have passed so close to it.

Safety chains wouldn't help if the part they attach to is still with the truck.

"A"frame of trailer broke off.

Would have freaked me out passing a trailer in hat condition, that close.
