Upper mount drilled/ over sized the upper tube then installed an aluminum bushing with 1/4" id bushing.

Self locking nut - that's good. need at least two threads showing after proper torquing

Let's just say it is a good aeronautical practice. It is in some FAA Advisory Circulars.

Think about it - what good does a self locking nut do if not all its threads are engaged?

The locking nut in this application is not torqued but just screwed on enough to bottom the bolt and washer against the bracket sides. It is just a pivot for the pole.
