If we're swapping DVM stories, I have another from today. Upgraded from 12,000# to 18,000# plates (yeah, we were kinda' overweight on the old plates, but they had been the correct weight for our last truck and trailer!) In MO, if you turn in your old plates, you get a pro-rated refund on the unused portion. I turned in 2-year plates that cost me $76, and had 20 of 24 months remaining before expiration. Refund? $47

18,000# plates expire every December 31. They are $68 per year and they pro-rate them if you purchase mid-year. Pro-rated cost from now to Dec. 31, 2013? $47.

What are the odds that the state charges me exactly the same for 6 months and 1 week worth of plates as they give me back for turning in plates with 20 months left on them?

Based on your story, I'd say the odds are pretty good.
