Having been to China, I can tell you these type of sites are common place. I was told by my driver once, that they will not buy a truck in China that cannot carry at least 2-1/2 times it's rated capacity. Meaning they intend to put at least 2-1/2 tons on their 1 ton truck. If the truck cannot handle the load, they do not need it. I never worried too much about the overloaded trucks, but I was always concerned about someone falling off an overloaded scooter. Fortunately, in the huge cities, like Shanghai (23 million people), they have lanes for just the scooter traffic.
