Could be on old weather-------------

It could be an old abandoned weather buoy with all the hardware removed.
The tri-hull could have been used for stabilization of the buoy.
I know during the Vietnam era, cement boats became very popular and cheap to build. I do recall during my Navy career of 24 years reading and seeing pictures of cement weather buoys being tested to be used instead of steel hulls.
